A wand of Eagle's Splendor costs 4,500 gp and provides with a +4 Charisma. 50 times, 3 minutes each time. The Admirals's Bicorne (Stormwrack) and Circlet of Persuasion (SRD) come to mind. The former provides a +5 bonus to Cha checks, and some other, not insubstantial bonuses.
